The most likely delivery system for Libya’s chemical weapons, however, would be Soviet-supplied fighter planes. Libya has 376 warplanes, including Soviet nuclear-capable Tu-22 bombers, MiG-23, MiG-21 and Su-24 fighters, according to the 1994-1995 Military Balance, published by the International Institute for Strategic Studies in London.
